World Districts

Under the Earth Constitution (EC), the world’s people elect a House of Peoples composed of representatives from 1,000 World Electoral Districts (known as “WEDs” or “Districts”). The large size of the House of Peoples contrasts with the other two houses of the tri-cameral World Parliament: The House of Nations consists of one, two, or three representatives from each member nation, and the House of Counsellors consists of only 200 members (ten elected from each of twenty world administrative regions).

Collegium of World Judges

Article Nine of the Earth Constitution establishes a Collegium of World Judges of 40 to 60 highly qualified members of the Judiciary from which the various benches of the World Supreme Court System are staffed. To enable the development of this Collegium, the Provisional World Parliament at its 12th session in Kolkata, India, December 2010, passed World Legislative Act # 48 as an enabling act for the Collegium of World Judges.That session of the Parliament included some prominent legal minds, such as Justice A.P. Misra, former Supreme Court Justice of India and Madam Saraswathy Devi, internationally known barrister from Malaysia and former President of the International Women Lawyer’s Committee against Human Trafficking. A number of justices or former justices from various countries have already joined the Collegium of World Judges.

Graduate School of World Problems

At the First session of Provisional World Parliament meet at Brighton, England. Delegates from 25 countries of 6 continents. Five world Legislative Acts are adopted which included charter to commence Graduate School of World problems. At the Graduate School of World Problems, global issues are studied and development of innovative solutions through research, publications, and collaborative initiatives are promoted, aimed at fostering a better future for all. Finding Solutions to World Problems was supported by founders of global governance movement like Sri A B Patel. Problem solving initiatives like Research, analysis, Conferences and Publication are the activities

Collaboration with Other Groups or with Nations

The World Constitution and Parliament Association (WCPA) and the Earth Constitution Institute (ECI) have always emphasized collaboration and coordination with other groups working for the sake of creating a transformed democratic world system. Along with the emerging Provisional World Government process that we support, we heartily welcome groups, nations, and persons who wish to join with us in this process.

We invite you to join in this momentum toward the next session of the Provisional World Parliament scheduled for Pondicherry, India, December 7-10, 2025, both in persona and online, and help establish a permanent Secretariat for the Parliament and staff the Commissions called for by Article 19. From there the collective effort could call for either a fifth session of the Constituent Assembly or for ratification of the First Operative Stage of the Earth Federation Government with its attendant Constitutional Convention to edit what might be necessary to optimize the Constitution.
